中国为吸引海外人才将降低“绿卡”门槛

“我国将尽快完善海外高层次人才永久居留政策，以吸引更多海外人才。”这是人力资源和社会保障部部长尹蔚民在3月14日召开的2012年留学人员回国服务工作部际联席会议上谈到的。

同时，尹蔚民还表示：“留学人员回国工作三位一体政策体系虽已初步形成，但仍需要不断完善。”接下来需要做的就是，尽快完善海外高层次人才永久居留政策，报经国务院批准后将尽快实施《外国人在中国永久居留审批管理办法》，并制定下发《关于进一步完善外国人在中国永久居留待遇的意见》和降低中国“绿卡”门槛的意见，使中国“绿卡”制度成为符合国际惯例，在国际人才竞争中能够充分发挥作用的制度。
