第二届天津市“海河英才”创业大赛海外人才赛公告

* 大赛目的
以人才引领高质量发展战略为统领，大力实施海外人才集聚行动，面向世界科技前沿、国家重大战略和天津发展需求，围绕“一基地三区”功能定位，聚焦重点产业领域，着力吸引一批具有原创性、独创性、引领性的海外人才项目来津创业发展，为我市实现“五个现代化天津”提供有力的人才支撑。

四、参赛条件

报名主体应为3人及以上的人才团队，团队带头人对参赛团队负主要责任。参赛团队还应满足以下条件：

1. 团队核心成员结构合理，应具备技术研发、企业管理、市场营销等能力。核心成员中应至少包括一位具有海外留学背景或海外创新创业经验的成员；团队带头人和核心成员有在津创业的强烈意愿；
2. 团队参赛项目尚未在津注册成立企业；拥有完整的商业计划书，项目符合我市产业发展方向，技术成果领先，拥有较好的市场前景并能实现产业化；
3. 团队核心成员应拥有对其参赛项目相关知识产权，不存在知识产权纠纷和违反竞业禁止、保密约定等情况。因不当行为产生的法律后果自行承担；
4. 已在首届“海河英才”海外人才创业大赛中获奖的项目不得再次参赛。已报名参加本赛的项目，不可兼报第二届“海河英才”创业大赛其他板块赛事。
五、奖金及支持

大赛共设奖项45个，包括特等奖1个，每组设一等奖1个、二等奖3个、三等奖5个，其中，特等奖从每组一等奖中产生。

特等奖：现场奖金10万元，落地奖金30万元；

一等奖：现场奖金4万元，落地奖金16万元

二等奖：现场奖金2万元，落地奖金8万元；

三等奖：现场奖金1万元，落地奖金5万元。

落地奖金获得条件：项目应于报名后一年内在津注册企业，企业主营业务应为大赛获奖项目；团队带头人应为公司法定代表人或股东，部分核心成员稳定在津工作，核心成员合计持股比例不低于50%。满足以上条件的，经市、区人社部门认定发展良好后，分2年发放落地奖金，每年发放50%。
