海鸥计划

　　苏州市人社局消息，为加快柔性引进海外智力，2012年苏州市“海鸥计划”项目已启动申报，三类海外高层次人才来苏进行项目研发、技术合作，单个人才(项目)最高可获50万元资助。

　　一、申报对象

　　“海鸥计划”申报对象为柔性引进的海外智力，主要指打破国籍、户籍、地域、身份、人事关系等人才流动中的刚性制约，在不改变和影响人才与所属单位人事关系的前提下，以契约管理为基础引进的海外人才。该类对象与我市用人单位签订的项目协议或工作合同中明确的每年在苏工作时间不少于15个工作日，在苏工作时间(项目完成时限)原则上不超过两年。

　　二、申报范围

　　“海鸥计划”重点支持我市主导产业和新兴产业领域柔性引进的海外高层次人才。具体包括三类：(1)我市科技、产业发展和学科建设急需、紧缺领域的领军人才或学术技术带头人;(2)高校、科研机构和企业引进的海外高层次专业技术人才、管理人才;(3)其他具有特殊专长的海外高层次人才。
