为贯彻中央关于大力引进海外高层次人才、吸引留学人员回国创业创新的指示精神，苏州市将于2014年3月9日到7月中旬在欧洲和苏州举办“赢在苏州” 国际精英欧洲赛区创业大赛暨苏州国际精英创业周活动，并于2014年3月9 日在德国慕尼黑市举行了“2014赢在苏州国际精英欧洲赛区创业大赛新闻发布会”。活动主要面向新能源、新材料、智能电网、纳米技术、医药和生物技术、现代装备制造、软件和服务外包、金融服务、文化创意等领域的创新人才或者拥有独立知识产权和智力成果的创业人才，旨在吸引海外高层次优秀人才和优秀项目到苏州落户发展。
中国驻慕尼黑总领事馆教育领事戴继强当天在新闻发布会上宣读了苏州市政府向海外人才发出的诚邀信，指出人才资源已经成为推动苏州经济发展最活跃的因素，凡是人才向往的地方，一定充满希望。未来一段时间，是苏州转型升级、创新发展的重要时期，在这一征程中，各类高层次人才和创新创业团队无疑是苏州最宝贵和最紧缺的资源。如今的苏州对人才重要性的认识前所未有，对人才工作的重视程度前所未有，对人才的服务保障力度也前所未有。我们有信心，只要人才选择苏州，苏州一定会是一个施展才华的理想大舞台。
