重庆“两江学者”计划吸引海外高端人才

重庆市前两期设置的53个“两江学者”特聘岗位，其中支柱产业领域21个、重点学科领域17个、重点建设领域15个。

近些年，重庆市政府大力实施“两江学者”计划，以重点学科、重大项目、重点产业为依托，吸引海内外高层次人才，造就高水平的创新创业团队。

“两江学者”计划评审流程

“两江学者”评审秉着公平公正、公开透明的原则，因需评岗，因岗选人，确保被选专家都是紧缺急需高端人才。评审分为“设岗单位初审、主管部门复审、评委会会审”3大环节。评审时，邀请新闻媒体全程参与，答辩环节全程录音摄像，实行全程监督。为确保评审的公平性，评委会由市外院士专家和市内评委组成，实行署名投票，现场公布结果，有效规避感情票和地域票。

整个评审过程初审、复审，都是通过在线评审，实现全流程软件操作，保证了整个过程的公正透明。

“两江学者”计划入选条件

“两江学者”评审条件，是参照“两院”标准来定的，主要有技术水平、职业道德素养和团队领导能力等5项、12条量化标准。根据这个评选条件，首期的“两江学者”计划评审中，其中入选“百千万人才工程”国家级人选5人，教育部“长江学者”特聘教授5人;首期的“两江学者”计划共申报人数133人，16人入选。
