宁波市委、市政府为加快引进高端创新创业团队，拟实施全球高端创新创业团队引进“3315计划”，实施方案具体如下。

一、总体设想

全球高端创新团队引进“3315”计划，即在十二五期间，主要在“4+4+4”战略性新兴产业、新兴产业和传统优势产业等3大产业领域，分重点支持、优先支持和一般支持3个层次，每年投入1亿元专项经费，面向全球引进并重点支持5个左右由海内外创新创业领军人才领衔的掌握国际先进技术、能引领产业发展的高端创新创业团队，并以此集聚一大批高层次创新创业人才，提升宁波市人才竞争比较优势，为推进“六个加快”战略部署提供有力的人才保障和智力支持。

二、引进对象

在宁波市“4+4+4”产业、现代服务业、现代农业领域及文化、教育、卫生等领域，从事产业技术研发、前沿科学研究等工作，在相关研究领域达到世界或国内先进水平，在国际或国内同行中具有重要的创新地位和学术影响，合作从事过国际上有影响或属于国家创新战略目标的重大研究项目并取得显著进展，拥有国际先进水平发展专利或自主知识产权的创新成果，具备突破重大技术、学术问题的持续创新能力或成果转化能力的创新团队和带技术、带项目、带资金，有望突破核心技术、提升产业水平、引领产业发展，产生显著经济和社会效益的创业团队。
