2013年浙江省海外高层次人才和项目需求信息征集工作的通知

2013年，浙江省将继续组织赴美国和欧洲等地举办海外高层次人才引进系列活动，为确保活动取得实效，现就做好人才和项目需求信息征集工作有关事项通知如下：

一、申报对象

浙江省区域内各高等院校、科研院所、国有企业、民营企业、金融机构、创业园区等各类用人单位，凡有意引进海外高层次人才和项目的，都应积极申报相关需求信息。其中，国家、省级高新区，国家、省海外高层次人才创业创新基地，浙江省高校重中之重学科，列入省政府产业技术创新试点的企业，原则上都应提出海外引才需求。

二、申报条件

海外高层次人才和项目需求，应紧密围绕本省深入实施“四大国家战略”和发展战略性新兴产业、助推经济转型升级的需求，坚持高标准、体现高层次。

(一)各市各单位特别是企业和各类园区拟引进的项目需求，必须符合我省产业发展特别是高新技术产业发展和经济转型升级的要求。

(二)各市各单位拟引进海外高层次人才，原则上应在海外取得博士学位(创业类人才和企业创新人才可放宽到硕士学位)，重点引进紧缺急需高层次人才、国际领军型人才和创新创业团队。

三、申报材料及时间

及时、准确、全面征集我省广大用人单位特别是重点行业、重点单位的海外高层次人才和项目需求，是确保引才活动取得实效的基础性工作。各市各单位要高度重视，及时安排布置，落实专人负责;要严格对照征集条件，认真填写《2013年拟引进海外高层次人才需求信息表》(附件)和《2013年拟引进海外高层次人才项目需求信息表》(见附件);所征集需求的电子文档，于2013年1月30日前一并报送省专家与留学人员服务中心。

本次征集的海外高层次人才和项目需求信息，由省人力社保厅汇总，并在浙江海外人才网、海外留学人员组织(社团)网站等载体向海外发布，同时作为2013年我省赴海外开展引才活动和邀请海外高层次人才来浙参加有关活动的基础信息。
