The Position

根据《中共南京市委、南京市人民政府关于印发“人才引领、科技创业，制度先行、园区先试”八项重点计划的通知》(宁委发〔2011〕35号)、《中共南京市委办公厅、南京市人民政府办公厅关于印发<领军型科技创业人才引进计划实施细则(试行)>的通知》(宁委办发〔2011〕70号)的精神和要求，现发布2014年度南京领军型科技创业人才引进计划(简称“321引进计划”)申报公告。

一、申报对象

具有硕士及以上学位，或具有副高及以上职称的，在南京行政区划范围之内注册(或拟注册)创新型企业，且符合以下条件之一：

(一)在国际国内某一学科、技术领域内，主持过重要的科研课题或工程项目;拥有高技术含量的科研成果、且具有产业化的可行性，并能够取得明显经济效益;

(二)拥有独立自主知识产权(专利、软件著作权、集成电路布图设计权、专有技术等)，且技术成果达到国际先进、能够填补国内空白，或国内领先、能够引领相关产业发展，具有产业化的可行性并能够取得明显的经济效益;

(三)具有海内外自主创业经验，熟悉所创办企业相关产业领域，能带技术、带项目、带资金来(在)宁创业;

(四)申请直接进入综合评审的申报人，应同时符合下列2方面条件。

1、申报人应具备以下四方面背景条件之一。

为加快引进慈溪市经济社会发展急需的高端创业创新人才，大力培育发展战略性新兴产业，着力打造高层次人才集聚的“创业之城”，现就2014年慈溪市“上林英才”计划新兴产业领军人才引进有关事项公告如下：

一、“上林英才”计划主要内容

“十二五”期间，慈溪市将紧紧围绕打造品质之城共建幸福家园的目标任务，深入推进人才强市战略和创新驱动战略，在优先发展的新材料、新能源、高端装备制造、新一代电子信息、文化创意、生命健康等战略性新兴产业领域，分特别支持(A类)、重点支持(B类)、优先支持(C类)三个层次，面向海内外引进和支持一批掌握国际国内先进技术、拥有自主研发能力和产业化经历、能引领产业发展的领军人才。

二、申报类型和条件

申报人选类型分为创业人才和创新人才两大类。创业人才是指带项目、带技术来我市创(领)办企业的海内外高层次人才。创新人才是指在我市用人单位(企业)从事科学研究和科技创新的海内外高层次人才。原则上，一家企业(或团队)只能申报一名创业人才或创新人才。

(一)创业人才条件

1.一般应在海外取得硕士或博士学位;

2.具有自主创业经验或曾在国内外著名高校、企业、研发机构担任中高层管理职位，有较强的经营管理能力;
