关于厦门市第八批引进高层次人才“双百计划”申报截止时间的公告
　　为加快经济发展方式转变，推动创新型城市和人才特区建设，厦门市于2010年制定出台《厦门市引进海外高层次人才暂行办法》和《关于加快建设海西人才创业港，大力引进领军型创业人才的实施意见》两个政策文件，计划用5-10年引进100名海外高层次人才和300名领军型创业人才（简称“双百计划”）。经研究，现就第八批“双百计划”申报有关工作公告如下：
　　一、申报对象
　　2013年7月1日以后来厦门工作、创办企业的，或有意来厦门发展的新一代信息技术、生物与新医药、新材料、节能环保、海洋高新、文化创意等战略性新兴产业以及高端制造业、现代服务业、现代农业等领域的海内外高层次创新创业人才。
　　二、申报条件
　　（一）海外高层次人才
　　1、应在海外取得硕士以上学位，年龄一般不超过55周岁，每年在厦门的工作时间原则上不少于6个月，并符合下列条件之一：
　　（1）拥有自主知识产权和发明专利，且其技术成果国际先进，能填补国内空白、具有市场潜力并进行产业化生产，自有资金（含技术入股）或者海外跟进的风险投资不低于其所创办企业注册资本的30%，具有海外自主创业经验或担任知名国际企业中高层管理职位2年以上的科技创业人才；
